In vegas 4 i took the second audio track and lowered it's pitch by -5 semitones to get the "evil" sound. While on the first track i retained the pitch while changing the length. The reason i slowed the video (as the first step) was to have the correct speed and effect i was looking for with the audio by changing the video playback rate to 0.750. So yeah, it was sort of like dubbing i suppose.

It's the original bass level of the song but slowed as you already know. Meaning no equalizer changes at all or drug use involved. It's not complicated to do but it's more than just upping the bass. If you can do it then good.
Everyone should try experimenting/editing/creating videos for practice, fun or whatever.
